Adelle Simmons, M.P.A.
Adelle Simmons is a detailee from the office of the Assistant Secretary of Planning and Evaluation (ASPE) at the Department of Health and Human Services serving as a Policy Advisor in the Office of National AIDS Policy. In this role, she is our policy lead on issues related to women and HIV, the Ryan White programs and other issues. Prior to her position with ONAP, Ms. Simmons was a Senior Program Analyst at ASPE working on policy coordination, research, and analysis in the areas of chronic disease management; HIV/AIDS prevention, care and treatment; healthcare quality and disparities; and global health initiatives. As a special assistant to the Deputy Assistant Secretary for Disability, Aging, and Long-Term Care Policy at ASPE, she worked on legislative development for the 2006 reauthorization of the Ryan White HIV/AIDS Program. Prior to working at HHS, she was a Senior Analyst at the New York City Mayor's Office of Management and Budget, performing legislative, budget, and program analysis in the areas of disease prevention, maternal and child health, substance abuse treatment, and public hospital financing.
Ms. Simmons received her Bachelor of Arts degree from Harvard University and her Master of Public Administration (M.P.A.) degree from New York University's Wagner Graduate School of Public Service.
