Cross-Cutting Issues
President Obama has pursued national security policies that keep the American people safe, while turning the page on a decade of war and restoring American leadership abroad. Since President Obama took office, the United States has devastated al Qaeda’s leadership. Now, thanks to our extraordinary servicemen and women, we have reached a pivotal moment – we definitively ended the war in Iraq and have begun to wind down the war in Afghanistan. Meanwhile, we have refocused on a broader set of priorities around the globe that will allow the United States to be safe, strong, and prosperous in the 21st century. To advance America’s national security, the President is committed to using all elements of American power, including the strength of America’s values.
Alliances and Multilateral Affairs
“It is my deeply held belief that in the year 2009 -- more than at any point in human history -- the interests of nations and peoples are shared. The religious convictions that we hold in our hearts can forge new bonds among people, or they can tear us apart. The technology we harness can light the path to peace, or forever darken it. The energy we use can sustain our planet, or destroy it. What happens to the hope of a single child -- anywhere -- can enrich our world, or impoverish it.”

Cybersecurity
“The American people deserve to know that companies running our critical infrastructure meet basic, commonsense cybersecurity standards, just as they already meet other security requirements. Nuclear power plants must have fences and defenses to thwart a terrorist attack. Water treatment plants must test their water regularly for contaminants. Airplanes must have secure cockpit doors. We all understand the need for these kinds of physical security measures. It would be the height of irresponsibility to leave a digital backdoor wide open to our cyber adversaries.”

Defense
“We will never erase the evil that lies in the hearts of some human beings, nor stamp out every danger to our open society. But what we can do -- what we must do -- is dismantle networks that pose a direct danger to us, and make it less likely for new groups to gain a foothold, all the while maintaining the freedoms and ideals that we defend. And to define that strategy, we have to make decisions based not on fear, but on hard-earned wisdom. That begins with understanding the current threat that we face.”

“Development that offers a path out of poverty for that child who deserves better. Development that builds the capacity of countries to deliver the health care and education that their people need. Development that unleashes broader prosperity and builds the next generation of entrepreneurs and emerging economies. Development rooted in shared responsibility, mutual accountability and, most of all, concrete results that pull communities and countries from poverty to prosperity. These are the elements of America’s new approach. This is the work that we can do together.”

“Today, Osama bin Laden is dead, and so are most of his top lieutenants. There have been no large-scale attacks on the United States, and our homeland is more secure. Fewer of our troops are in harm’s way, and over the next 19 months they will continue to come home. Our alliances are strong, and so is our standing in the world. In sum, we are safer because of our efforts. Now, make no mistake, our nation is still threatened by terrorists. From Benghazi to Boston, we have been tragically reminded of that truth. But we have to recognize that the threat has shifted and evolved from the one that came to our shores on 9/11. With a decade of experience now to draw from, this is the moment to ask ourselves hard questions -- about the nature of today’s threats and how we should confront them.”

“Just as we stood for freedom in the 20th century, we must stand together for the right of people everywhere to live free from fear in the 21st century. And as nuclear power –- as a nuclear power, as the only nuclear power to have used a nuclear weapon, the United States has a moral responsibility to act. We cannot succeed in this endeavor alone, but we can lead it, we can start it. So today, I state clearly and with conviction America's commitment to seek the peace and security of a world without nuclear weapons.”

“Now is the time for all of us to do our part. Growth will not be sustained or shared unless all nations embrace their responsibilities. And that means that wealthy nations must open their markets to more goods and extend a hand to those with less, while reforming international institutions to give more nations a greater voice. And developing nations must root out the corruption that is an obstacle to progress -- for opportunity cannot thrive where individuals are oppressed and business have to pay bribes. That is why we support honest police and independent judges; civil society and a vibrant private sector. Our goal is simple: a global economy in which growth is sustained, and opportunity is available to all.”
