Housing Opportunities for Persons with AIDS

Housing Opportunities for Persons with AIDS (HOPWA) provides housing and supportive services for low-income individuals living with HIV or AIDS. Ninety percent of funds are distributed to states and localities through a block grant formula, and ten percent of funds are distributed through a national competition.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • 91% of HOPWA participants have incomes of less than $24,000 per year. HOPWA assistance provides stable housing where tenants receive appropriate care and treatment.
  • A recent external evaluation finds that the program is reaching its stated purpose, however, no data has been collected from grantees on stated outcome measures.
  • The current formula is flawed because it allocates funds based on the cumulative number of AIDS cases over time which does not reflect the current housing needs of the eligible population in that area.

We are taking the following actions to improve the performance of the program:

  • Requiring grantees to report their progress toward achieving the program's long-term outcome measures.
  • Completing a statutory update to the formula to use local housing costs and Center for Disease Control estimates of persons living with AIDS to better allocate resources based on current need.
