We are taking the following actions to improve the performance of the program:

  • Using the National Research Council to identify new effective strategies for focusing the program and developing preliminary performance measures.
  • Developing operating plans to implement these strategies.
  • Verifying and applying the performance measures subject to an external evaluation.
