Self-help Homeownership Opportunity Program (SHOP)
SHOP develops new, decent, safe and sanitary, non-luxury dwellings for low-income families and persons who would otherwise be unable to afford to purchase a dwelling. To achieve this purpose, the program requires homeowners to contribute a significant amount of sweat equity toward the construction of the new dwellings.

What This Rating Means |
PERFORMING Effective
This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
- The program's purpose is clear, without major design flaws, and continues to serve an existing need for low to very-low income families. SHOP is able to leverage almost ten dollars from public and private sources for every one dollar in SHOP funds.
- SHOP has strong management practices. The program has developed annual and long-term performance targets, and continues to make progress towards them. Program management regularly uses performance and financial data to demonstrate accountability, improve performance, and manage priorities.
- There are past evaluations, but they were either limited in scope or not independent. An independent evaluation to assess program effectiveness is in progress to be completed in the next couple of years.

We are taking the following actions to improve the performance of the program:
- Completing an independent evaluation of program effectiveness, and identify areas for improvement.
- Developing additional annual and long-term outcome measures to assess community level impact of the SHOP program.
