THE BUDGET DOCUMENTS
Mid-Session Review, Budget of the United States Government, Fiscal Year 2002 (August, 2001) contains revised estimates of the budget surplus, receipts, outlays, and budget authority for fiscal years 2001 through 2011 and other summary information.
A Blueprint for New Beginnings – A Responsible Budget for America's Priorities (February 2001) is a summary of the President's budget plan.
Budget of the United States Government, Fiscal Year 2002 contains the Budget Message of the President and information on the President's 2002 proposals by budget function.

Analytical
Perspectives, Budget of the United States Government, Fiscal Year

contains analyses that are designed to highlight specified subject
areas or provide other significant presentations of budget data
that place the budget in perspective.
The Analytical Perspectives volume
includes economic and accounting analyses; information on Federal
receipts and collections; analyses of Federal spending; detailed
information on Federal borrowing and debt; the Budget Enforcement
Act preview report; current services estimates; and other technical
presentations. It also includes information on the budget system
and concepts and a listing of the Federal programs by agency and
account.
Historical Tables,
Budget of the United States Government, Fiscal Year 2002

provides data on budget receipts, outlays, surpluses or deficits,
Federal debt, and Federal employment over an extended time period,
generally from 1940 or earlier to 2006. To the extent feasible, the
data have been adjusted to provide consistency with the 2002 Budget
and to provide comparability over time.
Budget of the United States Government, Fiscal Year 2002—Appendix contains detailed information on the various appropriations and funds that constitute the budget and is designed primarily for the use of the Appropriations Committee. The Appendix contains more detailed financial information on individual programs and appropriation accounts than any of the other budget documents. It includes for each agency: the proposed text of appropriations language, budget schedules for each account, new legislative proposals, explanations of the work to be performed and the funds needed, and proposed general provisions applicable to the appropriations of entire agencies or group of agencies. Information is also provided on certain activities whose outlays are not part of the budget totals.
Budget System

Spreadsheets
Many of the tables in the Budget, Analytical Perspectives and

Budget Database
The Public Budget Database provides account level detail for
budget authority (1976-2006),
outlays (1962-2006) and
receipts (1976-2006).
This data is provided in various formats along with
a user's guide.

Budget Documents
Budget documents are available for purchase from GPO.
Budget
CD-ROM
A CD-ROM containing all the budget documents along with software to
support reading, printing, and searching the documents is available
for purchase from GPO. The CD-ROM also contains many of the tables
in the budget in spreadsheet format as well as the budget database.
BUDGET AMENDMENTS AND SUPPLEMENTALS
Occasionally there is need to modify the President's budget to recognize special circumstances that could not be foreseen when the President's budget was transmitted to Congress. Changes can only be made by the President and these changes are called supplementals (for the current year) and amendments (for the next, or budget year). Budget amendments and supplementals are available at the GPO web site.
