Maternal and Child Health Block Grant

The Maternal and Child Health Block Grant provides grants to States to improve the health of all mothers and children, reduce infant mortality, provide access to comprehensive prenatal and postnatal care, and increase the number of children receiving check-ups and regular medical care.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program is well designed. Operating in partnership with State Maternal and Child Health and Children with Special Health Care Needs programs, it serves as a safety net to help improve the health of mothers and children and have a positive impact on their health.
  • The program regularly collects timely and credible performance data, and is achieving results. The data are used to manage the overall program. The data are also widely used by internal and external experts to review each State's performance.
  • Regular, independent evaluations of the program are not conducted. The scope of the numerous evaluations conducted each year by researchers, health departments, and others is insufficient to assess the Block Grant as a whole, as they have focused on evaluating small, local programs rather than the Block Grant's overall impact on improving the health of women and children.
