Rating

What This Rating Means

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • In order to qualify for incentive funding, States agree to specific safety performance objectives that link to agency goals. Annual State plans include quantifiable performance objectives, measures and strategies.
  • The effectiveness of essential program compliance/enforcement interventions is evaluated on an annual basis to inform strategy development and resource allocation decisions. The program continuously improves its management and has an active evaluation program to improve program effectiveness, efficiency and agency performance.
  • The program has been strategically designed to incorporate incentive grants for those grantees that demonstrate improvement in safety and program performance factors. Federal Motor Carrier Safety Administration officials prepare monitoring plans for each grant program and scrutinize reimbursement vouchers to ensure costs are reasonable and fall within the Commercial Vehicle Safety Plan budget.

Improvement Plan

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Committing partners to working toward same long-term/annual State and Federal program goals.
  • Distributing grants to States to reward them for implementing Commercial Motor Vehicle safety measures and reducing the State fatalities rate.
  • Holding Federal managers accountable for cost, schedule and performance results.
