International Trade Administration: U.S. and Foreign Commercial Service

The program assists US companies, particularly small and medium-sized enterprises, in pursuit of foreign trade opportunities. It provides products and services, some at cost, to US businesses through a network of domestically based Export Assistance Centers and overseas offices.

  • While the program overall is well-managed, it lacks a standard approach to understanding costs and pricing products accordingly. As a result, not all of its products and services may be appropriately priced to ensure that US businesses are not unfairly subsidized by US taxpayers.
  • The program performed inconsistently on past targets it set. However, the program's performance is subject to critical external factors in the trade environment, including relative strength of the US currency, which in some cases may adversely affect the demand for US exports.
