Teacher Quality Enhancement
The Teacher Quality Enhancement program is designed to improve the preparation and recruitment of teachers by providing incentives for reforms and leveraging local and State resources. Program grants support partnerships between institutions of higher education and school districts in addition to State reform efforts.

What This Rating Means |
NOT PERFORMING Results Not Demonstrated
A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
- While the Department of Education (ED) has developed annual, long-term, and efficiency performance measures and targets, data are not yet available to demonstrate results. Program measures will track the proficiency of newly trained teacher candidates and the percentage of those candidates that go on to become a highly qualified teacher.
- A program evaluation has been recently completed and ED is in the process of assessing the study's findings. Until this process is finished and more performance data become available on the program's new measures, judgements cannot be made about overall program performance.
- The program has implemented a plan to improve grantee oversight, faciliating an annual conference with all grantees and upgrading commmunications and oversight of grantees as recommended by a Government Accountability Office program study.

We are taking the following actions to improve the performance of the program:
- Assessing the results of the recently completed evaluation to identify program improvement opportunities, early warning features, and best practices that can be promoted to other projects.
- Developing targets for the program's efficiency measure.
- Developing and implementing a strategy for making program performance data accessible to the public in a transparent way.
