Training and Advisory Services

The program provides assistance, through 10 centers, to help achieve the intent of Title IV of the Civil Rights Act by aiding educators in preparing, adopting, and implementing plans for desegregation of public schools and in solving equity problems related to race, gender, and national origin.

Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program addresses a compelling need. Numerous studies indicate that equal access to education is a pressing problem.
  • The Department of Education is working to measure the quality, relevance, and usefulness of the services provided by this technical assistance program and to collect data to allow the comparison of this program to other technical assistance programs. Baseline data are now available from a 2006 survey.
  • Previous customer satisfaction surveys show that 75 percent of program beneficiaries are very satisfied with program services and 98 percent report that they have reviewed or changed policies as a result of EAC efforts.

We are taking the following actions to improve the performance of the program:

  • Developing long-term performance goals to assess the program's effectiveness.
  • Implementing follow-up surveys to obtain information on the quality, relevance, and usefulness of program services.
  • Implementing the efficiency measure and continuing work to establish and implement at least one additional efficiency measure.
