Arson and Explosives Program

The Bureau of Alcohol, Tobacco, Firearms and Explosives' Arson and Explosives Program combats violent crime and prevents terrorism by regulating the possession and use of explosives. The Program also provides training to state, local and other Federal authorities.

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The Bureau of Alcohol, Tobacco, Firearms and Explosives trains state, local and tribal counterparts to be effective first responders to fire and explosives incidents.
  • The program needs an evaluation to assess the effectiveness of both its inspection and investigation components.
  • The program has demonstrated little progress in fulfilling its long-term performance goal of commissioning an external evaluation.
