Bureau of Indian Affairs - Operation and Maintenance of Roads

The program maintains the Tribal "Indian Reservation Road" system constructed with funding from the Highway Trust Fund. The roads and bridges are located within Federally recognized Indian reservations. The program also provides services such as snow removal, striping, and ditching for their satisfactory and safe use.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • States, counties, and local governments constructed over 38,000 miles of roads on reservations, but many refuse to use their Highway Trust Funds to reconstruct these roads and bridges or provide adequate maintenance. This refusal further funding demands on the roads program and on Indian Tribes to use their Highway Transportation Funds to fix these roads at the expense of reservation roads.
  • The program lacks adequate information on the conditions of the reservation roads and bridges. As a result new performance measurements are needed to adequately manage and budget for the program.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Developing and implementing performance measures to assess the condition of roads and bridges on Indian reservations.
  • Encouraging states and local governments to meet their reconstruction responsibilities for roads crossing reservations on a timely basis.
  • Scheduling independent program evaluation that will help the Bureau and Tribes better identify program needs and problems.
