Fish and Wildlife Service - Migratory Bird Management and Conservation

The Migratory Bird program is responsible for maintaining healthy migratory bird populations. In collaboration with partners, the program conserves and restores migratory bird populations, restores and acquires migratory bird habitat, and surveys, monitors, and regulates the take of migratory birds.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program has a strategic plan that identifies three strategic goals (such as protecting, restoring, and managing migratory bird populations to ensure their sustainability and increase their socioeconomic benefits) but does not have measurable long-term outcome or annual output goals. New draft long-term outcome and annual output performance goals will be shared with partners prior to adoption.
  • There are no regular objective, independent program performance evaluations of the entire program.
  • The program is working to incorporate performance goals into specific employee performance plans. This will improve accountability and, ultimately, program performance and results.

We are taking the following actions to improve the performance of the program:

  • Developing baseline data and targets for new performance measures.
  • Scheduling and implementing independent program evaluations, including the regulatory part of the program.
  • Linking individual employee performance plans with specific goal-related performance targets for each year.
