Health and Human Services - Office for Civil Rights

Office for Civil Rights prevents discriminatory barriers to health care, to ensure the privacy of protected health information, and to enhance access to health programs. The program achieves its mission through complaint investigation and resolution, and other compliance activities, including public education and outreach.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program continues to exceed its performance goals. The program may need to adjust its targets to ensure they are sufficiently challenging and support continuous improvement.
  • Independent evaluations indicate that the program is effective and achieving results. For instance, a Government Accountability Office report noted that the first year of the implementation of the Privacy Rule went more smoothly than expected.
  • While the program has a strong purpose and design, and is well-managed, the program has not demonstrated the use of performance information in day-to-day decision making, including partnership agreements.
