Transportation Security Administration: Surface Transportation Security

The purpose of the program is to protect the surface transportation system while ensuring the freedom of movement for people and commerce. This is accomplished largely by a consortium of federal, state, local and private entities. TSA also provides surface inspectors, canine teams and screening and detection.

Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • While long-term and annual measures are in place, baselines and targets are still under development. A long-term measure the program established is increasing the percentage of high risk scenarios that have been addressed in plans developed by the Transportation Security Administration (TSA) and its partners.
  • TSA is unable to demonstrate that resources are effectively and efficiently targeted. The program lacks a strategic plan with milestones, costs and benefits, and the designation of roles and resources.
  • TSA has not established a performance management system and incentives to improve program and individual performance, or reduce risk to the government.

We are taking the following actions to improve the performance of the program:

  • Developing a strategic plan for surface transportation with milestones that quantitatively define the costs/benefits, and outlines the specific roles and responsibilities of partners.
  • Establishing baselines and targets for its long-term, annual and efficiency measures.
  • Improving its contracting practices to ensure that minimum performance thresholds are documented, and incentives and penalties are provided for good/poor performance.
