University Partnership Grants: Community Outreach Partnership Centers

This program facilitates partnerships between institutions of higher education (IHEs) and communities to address urban problems. The program has not received funding since fiscal year 2005 and lacks active authorization, but continues to close out grants, collect data, and conduct program activities.

NOT PERFORMING

Programs receiving this rating are not using your tax dollars effectively. Ineffective programs have been unable to achieve results due to a lack of clarity regarding the program's purpose or goals, poor management, or some other significant weakness.
  • The program has a defined purpose in addressing an existing need. The program creates and facilitates partnerships between institutions of higher education and communities to establish and operate COPCs for the purpose of addressing various problems in urban areas.
  • The program's performance measurement is newly-developed. Output measures exist but progress toward the achievement of recently-established long-term goals has not yet been demonstrated.
  • The lack of a comprehensive, independent evaluation prevents the program from demonstrating progress. In addition, the program lacks a meaningful efficiency measure, preventing the program from monitoring effectiveness relative to resources. The commitment to conducting an evaluation and continuing quality performance measurement will improve accountability and effectiveness.

We are taking the following actions to improve the performance of the program:

  • Conducting an independent evaluation of sufficient quality and scope to assess program impact.
  • Restructuring reporting requirements to more fully and accurately capture performance data.
  • Developing a program efficiency measure to demonstrate program effectiveness.
