Budget Enforcement Act (7-Day-After Reports)
Within seven days after enactment of a discretionary spending bill, OMB is required to submit a report to Congress estimating the change in budget authority and outlays for each fiscal year through 2021 resulting from that legislation. The estimates must use the economic and technical assumptions underlying the most recent President's budget. These OMB estimates are used to determine whether the discretionary spending cap requirements have been met.
