The Office of the Chief Administrative Officer

The Office of the Chief Administrative Officer provides the full array of customer services within the areas of human resources management, design and communication services, library and research services, and staff development and training.

Talent Acquisition Division

The Talent Acquisition Division advises and assist managers on the process of identifying, attracting, selecting, and retaining highly qualified individuals using recruitment strategies and the various appointing authorities in the competitive and excepted service.  They are also responsible for overseeing and communicating the EOP benefit and work life programs.

Human Resources Information Systems Division

The HR Information Systems (HRIS) Division provides functional support of human resource technology for personnel, payroll, time and attendance, which includes workforce reporting and analysis, human resources automation, transportation subsidy program, and payroll issue resolution.  

Library and Research Services Division

The Library & Research Services Division (LRS) provides research and information services to the EOP community. Library collections include print and electronic resources that support EOP staff working in areas such as policy development and public administration. LRS information professionals assist staff by locating materials relevant to their work, conducting in-depth research on subjects of interest, and providing training on the use of subscription databases and other online resources.

Design and Communications Services Division

The Design and Communication Services Division (DCS) provides graphic design and printing services to all components of the EOP. DCS activity falls into three categories: 1) graphic design services, 2) printing production and management, and 3) oversight of the in-house print shop. Projects produced by DCS include stationery, reports, programs, certificates, fillable forms, handouts, posters, infographics, and signs.

Employee Relations and Learning and Development Division

Employee Relations provides a range of services to the EOP including options to address performance and conduct issues in compliance with 5 U.S.C. Chapter 75 and 43 and Title 3, the full range of drug testing services, and the management of some benefits such as Paid Parental Leave, Reasonable Accommodation, and the Family Medical Leave Act.  Learning and Development oversees the Learning Management System, which tracks completed and planned training and provides support to employees and managers across the EOP with training opportunities. 


OFFICE OF THE CHIEF FINANCIAL OFFICER

The Office of the Chief Financial Officer (OCFO) is authorized by Public Law 106-58 and the CFO Act to oversee the financial management activities for all EOP components.

Accounting Division

The Accounting Division provides accurate, timely, reliable financial information to help achieve the goals of a clean audit opinion, information for decision making, and accountability to taxpayers.

Budget Division

The Budget Division coordinates the development and reporting of budget formulation and execution for all EOP components, offices, and special programs. Duties include working all budgetary matters, including coordinating Congressional hearings and financial inquiries, advising EOP component fund managers in the management and prioritization of resources, and ensuring adherence to statutes and regulations when using appropriated funds.

Financial Systems Division 

EOP financial systems are managed by OCFO and serviced by the U.S. Treasury’s Bureau of the Fiscal Service’s Administrative Resource Center (ARC). 

Procurement and Contract Management Division

The Procurement and Contract Management Division provides timely procurement of supplies, services, information technology, and telecommunication services for the best values, while maintaining the public’s trust by spending taxpayers’ dollars wisely, and meeting public policy objectives.

Travel and Events Division 

The Travel & Events Division performs a full range of travel support and event related procurements for all EOP components. Basic support services provided include, but are not limited to, the following: management of the travel credit card program, travel help desk support, premium class travel management, and passport support services.


OFFICE OF THE CHIEF INFORMATION OFFICER

The Office of the Chief Information Officer (OCIO) builds, buys, and secures enterprise-wide applications used across the Executive Office of the President (EOP).

Enterprise Applications Division

The Enterprise Applications Division (EAD) is comprised of Application Development, Application Security, Cloud Administration, Quality Assurance, Product Management, Program Management, and Support teams. These teams collaboratively interface with users to understand needs for new or enhanced applications and translate them into product requirements which then are built or bought, secured, and supported.

Data Governance & Security Division

The Data Governance & Security Division is accountable for the protection and preservation of all EOP data. The team designs processes and executes data protection from unauthorized access and data corruption throughout the entire data lifecycle. The data security lifecycle addresses the integrity, availability, and confidentiality of EOP applications and data. The team’s core duties are to identify the types of data that we generate at the EOP, ensure data protection, and preserve it from unauthorized destruction or disclosure.


OFFICE OF THE CHIEF OPERATIONS OFFICER

The Office of the Chief Operations Officer (OCOO) provides a full range of operational services, to include facility management, construction project management, interior design and space planning, mail delivery and logistics support, and warehouse and supply operations. OCOO also provides oversight of all EOP Campus (EOPC) operations, monitoring internal and external events affecting the EOPC, establishing organizational policies and procedures to prepare for potential threats, and coordinating integrated responses from EOPC partners as necessary. Additionally, OCOO manages Continuity of Operations (COOP) planning and execution on behalf of the EOP, ensuring that it’s constituents can function regardless of threat or condition. 

The White House Operations Center

The White House Operations Center (WHOC) coordinates with EOPC partners to plan improvement efforts and identify, limit, and respond to potential disruptions to the EOPC. EOPC and external partners include, but are not limited to the White House Military Office (WHMO), United States Secret Service (USSS), General Services Administration (GSA), and the National Park Service (NPS), the District of Columbia National Guard (DCNG), and the District of Columbia’s Homeland Security Emergency Management Agency (DCHSEMA) to deconflict, coalesce, and coordinate efforts and information.

Mail and Logistics Management Office

The Mail and Logistics Management Office (MLMO) provides safe, responsive, and quality services in the areas of distribution logistics, asset management, warehouse management, supply services, mail and messenger services, and destruction services of unclassified material. MLMO is comprised of two separate divisions: Mail and Support Operation Division (MSOD), which operates mailrooms in the EEOB and the NEOB, and Supply, Storage and Distribution Management Division (SSDMD), which is collocated with the USSS at the Remote Delivery Site (RDS) at Joint Base Anacostia Bolling (JBAB).

Facilities Management Division

The Facilities Management Division (FMD) serves as the primary liaison for building services between the EOP and supporting agencies including GSA, the Executive Residence (EXR), NPS, USSS, and WHMO. FMD fulfills its mission through: building operations and inspections, construction and project management, interior design, and space planning.

Contingency Operations Division 

The Contingency Operations Division (COD) ensures all staff know what to do in an emergency on the EOPC and can continue the essential work of the White House in the face of any potential disruption to normal operations. The work in COD includes emergency preparedness and continuity planning, training, conducting and evaluating drills and exercises, managing alternate facilities and emergency equipment, and administering


OFFICE OF THE CHIEF SECURITY OFFICER

The mission of OCSO is to support the President by ensuring the EOP has a trustworthy and safe workforce. In carrying out the security needs for OA, OCSO oversees personnel security, physical security, and defensive counterintelligence responsibilities to protect and safeguard EOP personnel and the complex. 

Personnel Security Division

The Personnel Security Division (PSD) provides a variety of services to ensure the proper protection of EOP resources including personnel and national security information through our security oversight and education operations.

Physical Security Division

The Physical Security Division is responsible for the prevention of unauthorized access, use, theft, damage, and disclosure of classified national security information by implementing loss prevention activities and education awareness programs for the EOP. This is done through various physical and technical security measures.

Counterintelligence Division

The Defensive Counterintelligence (CI) Division serves as a defensive CI capability within OA to ensure EOP personnel, facilities, and operations are protected against espionage, intentional, or inadvertent leaks of information. The defensive CI division supports security training for EOP components traveling OCONUS and provides responses to suspicious activity reporting to help protect members of the EOP.


OFFICE OF THE GENERAL COUNSEL

In accordance with Executive Order 12028, the Office of General Counsel (OGC) provides legal support, services, and advice to the OA Director and OA departments, as well as to other components of the EOP as it relates to functions managed on behalf of the EOP by OA. The Office of the General Counsel provides counsel on a wide variety of legal matters, including in general administrative law, federal procurement, financial management, employment law, ethics, information systems and technology, property management, budgeting and congressional maters, records management, security concerns and e-discovery.


OFFICE OF THE DIRECTOR

The Office of the Director provides direct support to the Director of OA. The Office of the Director is responsible for setting the strategy and priorities for OA and for ensuring effective coordination and collaboration across Offices.
