President Biden Announces Key Nominees

WASHINGTON – Today, President Joe Biden announced his intent to nominate the following individuals to serve as key leaders in his administration:

• Paul K. Martin, Nominee for Inspector General, United States Agency for International Development
• Cardell K. Richardson, Sr., Nominee for Inspector General, Department of State

Paul K. Martin, Nominee for Inspector General, United States Agency for International Development

Paul K. Martin has served as Inspector General for the National Aeronautics and Space Administration (NASA) since 2009. In addition, since March of 2020 Martin has served as Vice Chair of the Pandemic Response Accountability Committee created by the CARES Act to support independent oversight of the $5 trillion in federal pandemic relief spending. Prior to his NASA appointment, Martin served as the Deputy Inspector General within the Department of Justice’s Office of the Inspector General (OIG). In that capacity, he assisted the Inspector General in managing the audit, inspection and investigative activities of the office’s 425 employees. From 2001 to 2003, he served as Counselor to the Inspector General, and from 1998 to 2001 as Special Counsel to the Inspector General. Before joining the Department of Justice OIG, Martin spent 13 years at the U.S. Sentencing Commission in a variety of positions, including 6 years as the Commission’s Deputy Staff Director. Martin began his professional career as a reporter with The Greenville News, a daily newspaper in Greenville, S.C. He holds a B.A. in Journalism from The Pennsylvania State University and a Juris Doctor from the Georgetown University Law Center.

Cardell K. Richardson, Sr., Nominee for Inspector General, Department of State

Cardell K. Richardson, Sr. currently serves the Inspector General of the National Geospatial-Intelligence Agency (NGA). Richardson was appointed to the Defense Intelligence Senior Executive Service in July 2003 after serving 26 years active duty. He worked to transform NGA’s culture by leading change, corporately fostering diversity and inclusion, enhancing geospatial support to customers, and improving employee engagement. Richardson holds a Bachelor of Architecture degree from Howard University, a Master of Public Administration degree from Webster University, a Master of Science degree from the National Defense University. He is a retired U.S. Air Force Colonel and has been honored with the prestigious Presidential Rank Award twice. Richardson resides with his family in Northern Virginia.
