Fact Sheet: President Donald J. Trump Declares an Emergency and Authorizes the Temporary Suspension of Certain Duties on Phosphate Fertilizer from Morocco

PROTECTING AMERICA’S FOOD SUPPLY: Today, President Donald J. Trump took action to safeguard America’s food supply and support domestic agricultural production by authorizing the temporary suspension of certain duties on phosphate fertilizer imported from Morocco, helping ensure an adequate supply of phosphate fertilizer for American Farmers.

  • The proclamation declares an emergency regarding threats to the availability of sufficient supplies of fertilizers to meet America’s agricultural demand.
  • The proclamation addresses the emergency by authorizing the temporary suspension of certain anti-dumping and countervailing duties in connection with importation of phosphate fertilizer from the Kingdom of Morrocco for eight months or until the emergency is terminated, whichever occurs first.  

SECURING FERTILIZER ACCESS FOR U.S. FARMERS: President Trump believes that American farmers must maintain reliable access to key fertilizers to mitigate significant risks to food production, safeguard national security, and ensure a stable domestic food supply. 

  • Phosphate fertilizers are a critical type of plant food, a crucial component of agriculture production, and vital to feeding the Nation and maintaining America’s food security.
  • Global supply chains for phosphate fertilizer and fertilizer inputs have been recently disrupted due to events such as conflicts in fertilizer-producing regions and trade actions taken by major fertilizer-producing countries. 
  • This proclamation will ensure that American famers have access to a sufficient and timely supply of phosphate fertilizers in the near term to mitigate any significant risks to the domestic food supply. 
  • The Administration continues to partner with American producers to expand their domestic manufacturing capacity, which will help provide long term stability for American farming.

PRIORITIZING AMERICA’S FARMERS AND FOOD SECURITY: President Trump continues to support American farmers and drive prices down for hardworking families. 

  • President Trump’s Working Families Tax Cuts Act delivered historic relief to American farmers:
    • Made the virtual elimination of the death tax permanent, benefiting more than 2 million family farms;
    • Increased Section 179 small business expensing limits allow farmers to immediately write off new equipment and land improvements, freeing up capital for growth;
    • Made the 20% small business tax deduction is now permanent, allowing farmers to keep more of their income and reinvest in their operations;
    • Allowed farmers to defer paying capital gains taxes when selling their farmland to another farmer who will keep the land in agricultural use.
  • President Trump’s bold America First Trade Agenda has dramatically increased global market access, strengthened farmer incomes, supported rural jobs, and reduced the agricultural trade deficit.
  • In February 2026, Trump signed an Executive Order mobilizing the Defense Production Act to protect domestic production of elemental phosphorus — a critical input essential to military readiness and America’s agricultural strength.
  • In June 2026, President Trump signed an Executive Order to accelerate American agriculture innovation, empowering farmers and ranchers and bolstering the strength and security of our food supply.
