Rick Hart serves as Advisor to the Office of Intergovernmental Affairs for Counties. He was previously Special Assistant to the Senior Advisor to the President and Director of the Office of Intergovernmental Affairs. Prior to that, he served as Special Assistant to the Director of Presidential Personnel and as a legislative correspondent for U.S. Senator Reverend Raphael Warnock, where he covered aging, education, and labor policy. Rick is a summa cum laude graduate of Morehouse College, where he received his B.A. in Political Science and Sociology. He is a member of Alpha Phi Alpha Fraternity, Inc.

Rick joined now-President Joe Biden’s campaign in October of 2019 as a campaign fellow. He assisted with on the ground field operations during the Iowa Caucus and South Carolina Primary and spent the 2020 general election working for the Democratic Party of Georgia’s Coalitions Department. He later served as Young Georgians Engagement Director for U.S. Senator Reverend Raphael Warnock’s 2021 runoff election and was President of Young Democrats of Georgia in 2021.
